The City of Phoenix has been working to find ways that will help support the budgets through tax revenues that can come with increased business activities.  It has been in the planning to expand it's Central Business District in order to entice business and development of land which might be considered underdeveloped.  Sounds catchy?  The movement of this plan was perhaps a bit under promoted for discussion as the initial plans included many historical districts to be included in this layout.  There were many concerns of course, and through the spring, we saw the a mes which this started to reach a finalization, it seemed to have sprung up as a surprise
